KevinW: Browne's position, which I tend to agree with, is that the PP recipe should work OK in pretty much any developed country. I'll fill in this section and you can have a look.

Let's wait on setting up sub-pages until there's more content here. It's usually easier to recognize when a page desperately needs to be split off, than to predict which pages are going to grow before they're written.
